Zealan Hoover brings a rare blend of public policy experience, strategic insight, and mission-driven leadership to his role at Torrey Growth and Income Advisors. His career spans senior positions in both the public and private sectors, with a focus on driving large-scale impact through thoughtful strategy and disciplined execution.
Zealan began his career as a policy advisor at the White House under President Obama before spending five years at McKinsey & Company, where he advised Fortune 500 companies, philanthropic foundations, and public institutions. He was promoted to associate partner before returning to public service.
Most recently, Zealan served as a senior official at the U.S. Environmental Protection Agency under President Biden, where he oversaw more than $100 billion in energy and environmental initiatives — including major financing programs aimed at accelerating the clean energy transition.
A Morehead-Cain Scholar and graduate of the University of North Carolina at Chapel Hill, Zealan now leads Torrey Growth’s East Coast presence from Washington, D.C., helping the firm deepen its service to high-net-worth families and mission-aligned professionals nationwide. Outside of work, you will find him running with his dog, exploring local parks with his wife and two daughters, and supporting environmental causes.
